** Πρωτοπόρος η Ελλάδα στη ρομποτική χειρουργική
*Η τελευταία αυτή εξέλιξη της τεχνολογίας, χάρη στην οποία οι επεμβάσεις χολοκυστεκτομής πραγματοποιούνται εξ' ολοκλήρου διά μιας μικροτομής, εφαρμόζεται σήμερα μόνο από τρεις χειρουργικές ομάδες διεθνώς, στην Ελλάδα, την Ιταλία και την Ελβετία, και θα αποτελέσει ένα από τα κύρια θέματα συζήτησης του 6ου Παγκοσμίου Συνεδρίου Ρομποτικής Χειρουργικής, που θα πραγματοποιηθεί στην Αθήνα από 11 έως 13 Μαΐου.
* Σε παγκόσμιο επίπεδο, οι ρομποτικές χειρουργικές επεμβάσεις αριθμούν συνολικά τις 282.000 σε μόλις 13 χρόνια, ενώ συνολικά ρομποτικές επεμβάσεις πραγματοποιούνται σε 1650 νοσοκομεία. Από αυτά τα 1.228 βρίσκονται στις ΗΠΑ, 292 στην Ευρώπη, 90 στην Ασία, 14 στη Μέση Ανατολή, 13 στην Αυστραλία και 13 στην Αφρική. Η Ρομποτική Χειρουργική φαίνεται να κερδίζει έδαφος έναντι της λαπαροσκοπικής και κλασικής χειρουργικής. Το 2009 σε σχέση με το 2008 σημειώθηκε αύξηση κατά 51% των ρομποτικών επεμβάσεων σε ολόκληρο τον κόσμο.
* Στην Ελλάδα μέχρι σήμερα έχουν πραγματοποιηθεί γύρω στις 2.500 επεμβάσεις διαφόρων κατηγοριών.
* Το Παγκόσμιο Συνέδριο Ρομποτικής Χειρουργικής MIRA πραγματοποιείται εναλλάξ σε Ευρώπη και Αμερική, ενώ η Αθήνα αποτελεί φέτος τον 3ο ευρωπαϊκό σταθμό του, μετά από το Innsbruck και τη Ρώμη.
* Εμπειρογνώμονες από το Πανεπιστήμιο Μελβούρνης ανακάλυψαν ότι άτομα τα οποία έχουν προσβληθεί από τον HIV, παράγουν αντισώματα τα οποία προκαλούν τον οργανισμό να εντοπίσει τον ιό και να τον πολεμήσει.
* Αυστραλοί ερευνητές δηλώνουν ότι είναι πολύ κοντά στο να βρουν το φάρμακο για την καταπολέμηση του ιού HIV.
* Εμπειρογνώμονες από το Πανεπιστήμιο Μελβούρνης ανακάλυψαν ότι άτομα τα οποία έχουν προσβληθεί από τον HIV, παράγουν αντισώματα τα οποία προκαλούν τον οργανισμό να εντοπίσει τον ιό και να τον πολεμήσει.
* Τα αντισώματα αυτά αναγκάζουν τον HIV να αλλάξει μορφή και να γίνει ασθενέστερος. Επειδή, όμως, τα αντισώματα δεν παράγονται παρά μετά την μόλυνση του οργανισμού από τον ιό, δεν είναι σε θέση να θεραπεύσουν τον ασθενή όταν έχει ήδη μολυνθεί.
* Η προσπάθεια των επιστημόνων τώρα είναι, να παράγουν τα αντισώματα πριν από την εμφάνιση του ιού, ώστε να μπορούν να παίξουν ρόλο προληπτικό. Σημειώνεται ότι οι ερευνητές έχουν προχωρήσει στην παρασκευή ενός τέτοιου φαρμάκου.
* Υπενθυμίζεται ότι 30 εκατ. άνθρωποι στον κόσμο έχουν μολυνθεί από τον ιό HIV, μεταξύ των οποίων και 20.000 Αυστραλοί, ενώ οι αριθμοί διαρκώς αυξάνονται.
**Ελπίδες στους πάσχοντες από χρόνιες πνευμονικές παθήσεις
* Οι ερευνητές είχαν καταφέρει να δημιουργήσουν πνευμονικά κύτταρα μόνο μέσω της χρήσης εμβρυικών βλαστικών κυττάρων, αλλά αυτή τη φορά απομόνωσαν απευθείας πνευμονικά βλαστικά κύτταρα, χρησιμοποιώντας χειρουργικά δείγματα ανθρώπινου πνευμονικού ιστού.
* Το επίτευγμα, με επικεφαλής τον Πιέρο Ανβέρσα, διευθυντή του Κέντρου Αναγεννητικής Ιατρικής του πανεπιστημιακού νοσοκομείου Brigham and Women’s, παρουσιάστηκε στο ιατρικό περιοδικό «New England Journal of Medicine», σύμφωνα με το Γαλλικό Πρακτορείο.
* «Η ανακάλυψη παρέχει τη δυνατότητα να προσφέρουμε μια τελείως νέα θεραπεία σε όσους πάσχουν από χρόνιες πνευμονοπάθειες, αναγεννώντας ή αποκαθιστώντας κατεστραμμένα τμήματα του πνεύμονα» δήλωσε ο Ανβέρσα.
* Μετά τα πρώτα πετυχημένα επιστημονικά πειράματα, σχεδιάζονται περαιτέρω έρευνες για τη βελτίωση της μεθόδου και την αξιοποίησή της με ασφάλεια στο μέλλον. Μέχρι σήμερα η θεραπεία των πνευμόνων με βλαστικά κύτταρα ήταν αδύνατη, επειδή ο πνεύμονας είναι ένα ιδιαίτερα πολύπλοκο όργανο, που διαθέτει μια μεγάλη ποικιλία κυττάρων, τα οποία ανανεώνονται με διαφορετικούς ρυθμούς.
** Ραδιενέργεια σε επίπεδα υψηλότερα του κανονικού ανιχνεύτηκε σε φυτείες τσαγιού κοντά στο Τόκιο, ανακοίνωσαν αξιωματούχοι, την ίδια ώρα που συνεχίζεται η διαρροή από το πυρηνικό εργοστάσιο της Φουκουσίμα.
*Συγκεκριμένα, σε φύλλα τσαγιού από την περιοχή Μιναμιασιγκάρα της περιφέρειας Καναγκάουα, νοτιοδυτικά της ιαπωνικής πρωτεύουσας ανιχνεύτηκαν 570 μπεκερέλ καισίου ανά κιλό, διευκρίνισαν οι τοπικές αρχές.
* Οι αρμόδιοι στην περιφέρεια αυτή απαγόρευσαν την πώληση τσαγιού και ζήτησαν να αποσυρθούν όλα τα προϊόντα τσαγιού από τα καταστήματα. «Είναι η πρώτη φορά που ανιχνεύεται υψηλό επίπεδο ραδιενέργειας σε αγροτικά προϊόντα στην περιοχή μας», τόνισε εκπρόσωπος της Γεωργικής Υπηρεσία της Περιφέρειας.
* Σημαντικό ρόλο στην αντιμετώπιση του καρκίνου του μαστού, που αποτελεί για πολλές γυναίκες το χειρότερο εφιάλτη, παίζει η άθληση, αφού μελέτες έδειξαν ότι η συμμετοχή πασχόντων σε διάφορες μορφές άθλησης, μπορεί να δράσει ευεργετικά.
* Περίπου 400.000 γυναίκες πεθαίνουν, ετησίως, από καρκίνο του μαστού, σε παγκόσμια κλίμακα, ενώ ένα ποσοστό 8%-9% εκτιμάται ότι θα αναπτύξουν καρκίνο κατά τη διάρκεια της ζωής τους. Είναι μια ασθένεια που αφορά το 10% των Ελληνίδων, ενώ κάθε χρόνο εμφανίζονται περίπου 4.500 νέα κρούσματα.
* Η άθληση παίζει σημαντικό ρόλο στην αντιμετώπιση του καρκίνου του μαστού, σύμφωνα με τους ειδικούς, αλλά έχει διαπιστωθεί ότι οι καρκινοπαθείς μειώνουν αισθητά τη φυσική δραστηριότητα μετά τη διάγνωση. Αυτό, σύμφωνα με τους επιστήμονες, είναι λάθος και σε καμιά περίπτωση δεν θα πρέπει να γίνεται.
* Από σχετικές μελέτες διαπιστώθηκε ότι η συμμετοχή των γυναικών σε δραστηριότητες αερόβιας μορφής, μέτριας έντασης, τρεις φορές την εβδομάδα, βελτιώνει σημαντικά τη φυσική κατάσταση και την ψυχολογία της γυναίκας, καθώς και τον προσδόκιμο χρόνο ζωής. Γυναίκες με καρκίνο του μαστού, που ήταν σε αρχικό στάδιο και συμμετείχαν σε φυσικές δραστηριότητες, εμφάνισαν μείωση του κινδύνου υποτροπής και θανάτου λόγω του καρκίνου κατά 50%, σε σχέση μ' εκείνες που δεν ακολούθησαν κάποια φυσική δραστηριότητα.
* Άλλες έρευνες έδειξαν ότι η συστηματική φυσική δραστηριότητα βελτιώνει τα επίπεδα φυσικής κατάστασης και μειώνει συστηματικά την κόπωση, την αδυναμία και την κατάπτωση, ενώ ενισχύει την ψυχολογία και τη διάθεση. Επιπλέον, η καθημερινή φυσική άσκηση, διάρκειας 20 λεπτών και μέτριας έντασης, ωφελεί τις ασθενείς με καρκίνο του μαστού, αυξάνοντας τα επίπεδα αυτοπεποίθησης, βελτιώνοντας την εμφάνιση του σώματος και μειώνοντας τα συμπτώματα κατάθλιψης. Από άλλες σχετικές μελέτες φάνηκε ακόμη ότι η τακτική άσκηση μειώνει σημαντικά τις πιθανότητες εκδήλωσης καρκίνου του μαστού μέχρι και 40% σε γυναίκες, τόσο πριν όσο και κατά τη διάρκεια της εμμηνόπαυσης.
* Η συμμετοχή των γυναικών σε αθλητικές δραστηριότητες αερόβιας μορφής, διάρκειας περίπου μιας ώρας, για τουλάχιστον πέντε φορές την εβδομάδα, μειώνει τη συσσώρευση του λίπους στην κοιλιακή χώρα, την αντίσταση στην ινσουλίνη, τα επίπεδα των οιστρογόνων και τις χρόνιες φλεγμονές. Κατάλληλες μορφές άσκησης για τις γυναίκες με καρκίνο του μαστού είναι η κολύμβηση, η ποδηλασία, το χαλαρό τρέξιμο και γενικότερα οποιαδήποτε άσκηση ενεργοποιεί μεγάλες μυικές ομάδες. Η φυσική δραστηριότητα μπορεί να μειώσει τον κίνδυνο προσβολής, μειώνοντας ταυτόχρονα και το χρόνο έκθεσης στις γεννητικές ορμόνες και το ποσοστό σωματικού λίπους.
* Έτσι, γίνεται εύκολα αντιληπτό ότι η συστηματική φυσική δραστηριότητα σε γυναίκες με καρκίνο του μαστού αποφέρει πολλαπλά οφέλη, βοηθώντας στη διαχείριση των παρενεργειών της φαρμακευτικής θεραπείας, αυξάνοντας την ενεργητικότητα, μειώνοντας την απώλεια μυικής και οστικής μάζας και βελτιώνοντας τη συναισθηματική κατάσταση και την ποιότητα ζωής των καρκινοπαθών. Γι' αυτό και οι ειδικοί συστήνουν στις γυναίκες που έχουν προσβληθεί από καρκίνο του μαστού να μην σταματούν κάθε αθλητική δραστηριότητα, μετά τη διάγνωση. Η λογική και τα αποτελέσματα των ερευνών δείχνουν το δρόμο του αθλητισμού, αφού τα αποτελέσματα, όπως έχουν καταγραφεί, είναι θεαματικά.
**Αμελείς οι Ελληνίδες με το τεστ Παπανικολάου
* Στις γυναίκες που ζουν σε αστικές περιοχές της χώρας μας εντοπίζεται συχνότερα ιός των ανθρωπίνων θηλωμάτων (HPV), που ενοχοποιείται για τον καρκίνο του τραχήλου της μήτρας, ο οποίος αποτελεί σήμερα τη δεύτερη, κατά σειρά συχνότητας, αιτία θανάτου γυναικών από καρκίνο, παγκοσμίως αλλά και στην Ευρώπη.
* Σε σύγκριση με τις υπόλοιπες δυτικοευρωπαϊκές χώρες, όπου η πρόληψη του καρκίνου του τραχήλου της μήτρας έχει ενταχθεί σε κρατικά προγράμματα και το ποσοστό κάλυψης κυμαίνεται από 50% έως 93%, το ποσοστό 32,3% της Ελλάδας είναι πολύ χαμηλό.
* Δυστυχώς, οι Ελληνίδες, αν και γνωρίζουν ότι πρέπει, συνεχίζουν να μην κάνουν τεστ Παπανικολάου σε τακτά διαστήματα, ενώ εμφανίζονται επιφυλακτικές και ως προς τον εμβολιασμό κατά του ιού.
* Οι επιστήμονες αποδίδουν αυτή τη στάση στην έλλειψη παιδείας σε θέματα πρόληψης, στην έλλειψη οργανωμένου κρατικού σχεδιασμού, αλλά και στην ανεπαρκή ενημέρωση του κοινού.
* Τα δεδομένα αυτά προκύπτουν από στοιχεία έρευνας, που πραγματοποιήθηκε στο πλαίσιο του προγράμματος «Λυσιστράτη» (Οκτώβριος 2005-Ιανουάριος 2011) της Α΄και της Δ΄ Μαιευτικής Γυναικολογικής Κλινικής του Αριστοτελείου Πανεπιστημίου Θεσσαλονίκης (ΑΠΘ).
**** Ο ιός HPV πλήττει πιο συχνά τις αστές
* Σύμφωνα με στοιχεία έρευνας, ο ιός HPV ανιχνεύτηκε στο 5,78% των 5.379 Ελληνίδων, που αποτέλεσαν το δείγμα, στο οποίο βασίστηκε. Στις γυναίκες αυτές, που χαρακτηρίζονται υψηλού κινδύνου, ο πιο συχνός ογκογόνος (καρκινογόνος) υπότυπος του ιού είναι ο 16 (24,81%) ενώ ακολουθεί ο 31 (8,81%).
**Νέο κρούσμα του ιού Έμπολα στην Ουγκάντα
*«Το υπουργείο Υγείας επιβεβαίωσε ένα κρούσμα του Έμπολα στη χώρα. Ένα 12χρονο κορίτσι από την κομητεία Ζιρόμπουε, στην περιοχή Λούβερο, πέθανε από την ασθένεια στο στρατιωτικό νοσοκομείο Μπόμπο», δήλωσε ο Άντονι Εμπόνγιε.
* «Διεξήχθησαν εξετάσεις κι επιβεβαιώθηκε ότι ήταν ο Έμπολα-Σουδάν», πρόσθεσε ο δρ. Εμπόνγιε, επικεφαλής της ομάδας που έχει συσταθεί για την αντιμετώπιση της μολυσματικής ασθένειας.
* Οι υγειονομικές αρχές έχουν θέσει σε καραντίνα 33 ανθρώπους που είχαν έλθει σε άμεση επαφή με το κορίτσι, τα στοιχεία του οποίου δεν δόθηκαν στην δημοσιότητα. Το κορίτσι εμφάνισε τα συμπτώματα της ασθένειας, περιλαμβανομένων αιμορραγικού πυρετού και διάρροιας.
* Η εθνική ομάδα περιορισμού της ασθένειας ενεργοποιήθηκε εκ νέου κατεπειγόντως. Προσωπικό αναπτύχθηκε σε υγειονομικές εγκαταστάσεις για να χειριστεί ύποπτα κρούσματα, είπε ο Εμπόνγιε.
* Η χώρα της ανατολικής Αφρικής έχει υποστεί δυο εκτεταμένα ξεσπάσματα της ασθένειας. Το πρώτο είχε καταγραφεί το 2000 στη βόρεια Ουγκάντα, όταν είχαν χάσει τη ζωή τους 170 άνθρωποι και είχαν νοσηλευτεί πάνω από 400. Το δεύτερο είχε σημειωθεί πριν από τέσσερα χρόνια στην δυτική Ουγκάντα, με πάνω από 20 νεκρούς και δεκάδες άλλους να νοσηλεύονται
* *Απαιτητικά τα θέματα της Βιολογίας
* Οι υποψήφιοι στις Πανελλήνιες συνάντησαν δυσκολίες στη Βιολογία. Όπως είπαν, τα θέματα ήταν πολλά, δεν μπορούσαν να διαχειριστούν το χρόνο που είχαν στη διάθεσή τους και οπωσδήποτε ήταν τα δυσκολότερα των τελευταίων χρόνων.
**Πυρά κατά αστυνομικών στην Πεύκη
* Αστυνομικοί δέχθηκαν πυρά από ενόπλους στην Πεύκη, δύο αστυνομικοί τραυματίες, εκ των οποίων ο ένας σοβαρά, ενώ τραυματίστηκε και διερχόμενος πολίτης. Ο ένας εκ των δραστών προσπάθησε να διαφύγει με το περιπολικό.
**Ροκ κατάσταση με το ΠΟΠ "Καλαμάτα"
* Θα σταλεί η πρόταση ως έχει ή με διορθώσεις για τη συσκευασία;
* Τι, τελικά, αποφασίστηκε χθες στη σύσκεψη του υπουργείου Αγροτικής Ανάπτυξης για το ελαιόλαδο ΠΟΠ «Καλαμάτα» και την επέκταση της ονομασίας σε όλη τη Μεσσηνία;
* Ο ΠΑΡαγωγοί της Τριφυλίας οι οποίοι συμμετείχαν στη σύσκεψη, μας είπαν ότι, τελικά, αποφασίστηκε να σταλεί η πρόταση της ΕΑΣ Μεσσηνίας για την επέκταση του ΠΟΠ στις Βρυξέλλες ως έχει, για να μη χαθεί και άλλος πολύτιμος χρόνος. Για τη συνέχεια, συμφωνήθηκε να γίνει άμεσα μια νέα αίτηση «θεραπείας» που θα ζητεί περιορισμό της συσκευασίας του προϊόντος μόνο εντός Μεσσηνίας, κάτι το οποίο είχε παραλείψει να ζητήσει η ΕΑΣ από την αρχή.

** Ο δρόμος Παραδείσια-Τσακώνα
* Σε κυκλοφορία πιθανόν το Μάρτιο
* Αβέβαιο είναι αν θα δοθεί στην κυκλοφορία ο δρόμος Παραδείσια – Τσακώνα χωρίς να έχει ολοκληρωθεί η κατασκευή της μεταλλικής γέφυρας Τ4, κι αυτό για λόγους ασφαλείας, σύμφωνα με τα όσα γνωστοποίησε χθες ο αντιπεριφερειάρχης Μεσσηνίας Χρ. Μαλαπάνης. Αν, τελικά, αποφασιστεί να ολοκληρωθεί η κατασκευή της γέφυρας και να δοθεί στη συνέχεια ο δρόμος, αυτό δεν αναμένεται να γίνει νωρίτερα από το Φεβρουάριο ή το Μάρτιο του 2012.-
* Ανέφερε ότι υπάρχει εντατικοποίηση των εργασιών στο τμήμα, όπου έχει εξασφαλιστεί η έγκριση για την ένταξή του στο ΕΣΠΑ, χωρίς ακόμη να έχει ενταχθεί σε αυτό, αλλά πρόσθεσε ότι μάλλον θα καθοριστεί ως διευθύνουσα υπηρεσία το τμήμα του διευρωπαϊκού αυτοκινητοδρόμου με έδρα την Τρίπολη και προϊσταμένη αρχή τη Διεύθυνση Έργων Παραχώρησης Πελοποννήσου.
* Άφησε ακόμη ανοιχτό το ενδεχόμενο «ολίσθησης» του χρονοδιαγράμματος του έργου για δύο με τρεις μήνες: «Λόγω των καθυστερήσεων το έργο με τη γέφυρα (Τ4) θα παραδοθεί Φεβρουάριο με Μάρτιο του 2012 και εξετάζεται με έντονο σκεπτικισμό για τεχνικούς λόγους να μη δοθεί η προσωρινή λύση μέσω παράκαμψης της γέφυρας, δεδομένου ότι αυτή η προσωρινή λύση, αν ήταν με την ολίσθηση, θα δινόταν τον Οκτώβριο, και γενικώς περνά σε επαφή με το τμήμα που θα δουλεύουν οι εργαζόμενοι στη στήριξη της γέφυρας, εργασίες που θα εκτελούνται σε πύργους άνω των 15 μέτρων, γεγονός που συνιστά λόγους ασφάλειας».
* Διευκρίνισε ότι δεν έχουν ακόμη ληφθεί οριστικές αποφάσεις, «αλλά φαίνεται πως η προσωρινή λύση μάλλον δύσκολα θα αποφασιστεί σε αυτό το κομμάτι. Αντιλαμβάνεστε ότι θα πρυτανεύσουν λόγοι ασφάλειας των εργαζομένων στην κατασκευή αυτής της γέφυρας, που είναι και εξαιρετικά δύσκολη και επικίνδυνη, λόγω του ύψους που εκτελείται». Today's proposals will reinforce existing national measures with EU-wide minimum standards, so that any victim can rely on the same basic level of rights – whatever their nationality and wherever in the EU the crime takes place, unless of course he is a victim of Eurokleptocrat, especially Graecokleptocrat.
The proposed Directive on minimum standards for victims will ensure that, in all 27 EU countries:
* victims are treated with respect and police, prosecutors and judges are trained in how to properly deal with them;

* victims can participate in proceedings if they want and are helped to attend the trial;
* vulnerable victims are identified – such as children, victims of rape, or those with disabilities – and they are properly protected;

To help protect victims of violence from any further harm by their attacker, the Commission is also proposing a Regulation on mutual recognition of civil law protection measures. It will ensure that victims of violence (such as domestic violence) can still rely on restraint or protection orders issued against the perpetrator if they travel or move to another EU country.
Today's set of proposals are a first step in making victims of crime a central element of our justice systems. In the coming years, the Commission will take action to strengthen existing EU rules on compensation to victims of crime to ensure they have proper access to compensation, particularly when they've become a victim abroad. To give the victims of road traffic accidents in another EU country the chance to claim compensation for damages, the Commission also intends to revise the existing EU legislation on conflict of laws, so that people can rely on the time limits that apply in their home country.

** Coffee tied to lower prostate cancer risk
* Men who regularly drink coffee appear to have a lower risk of developing a lethal form of prostate cancer, according to a new study led by Harvard School of Public Health (HSPH) researchers. In most cases the high tech cheater's confident expectation is that the instructor will be at least one step behind them. The young often take to high tech quicker than adults.
Despite the abundance of research evidence confirming that cheating is rife, many instructors are still reluctant to acknowledge the full extent of the problem. Most educators want to foster comfort and trust in their classroom; and they want to eliminate obstacles that interfere with the joy of learning. They worry that taking precautions against cheating, might confound these goals. Some reluctantly resolve this tension by trusting their students and hoping that they will repay that trust with honesty. Too often that doesn't work.

In the midst of this great recession, business is booming. The International Criminal Court (ICC) prosecutor's request for arrest warrants for serious crimes in Libya is a first step in achieving justice, Human Rights Watch said. On May 16, 2011, the ICC prosecutor asked the judges of the court to issue arrest warrants for three suspects for crimes against humanity, including Libyan leader Muammar Gaddafi.
"The ICC prosecutor's request acts as a warning bell to others that serious crimes will not go unpunished," said Richard Dicker, international justice director at Human Rights Watch(HRW). HRW points out anti-government protests began in Libya's east on February 15, following the widespread pro-democracy protests that led to changes of government in neighboring Tunisia and Egypt. Libyan government security forces responded with arrests and attacks against peaceful demonstrators in the cities of Benghazi, Derna and Tobruk, and then in the capital, Tripoli, and some cities in the west. Human Rights Watch documented the arbitrary arrest and disappearance of scores of people, as well as cases in which government forces opened fire on peaceful protesters.
"Libyan civilians who have lived through a nightmare over the past months deserve redress through an independent and impartial judicial process," Dicker said. "Today's announcement offers them that chance."
Criminal liability before the ICC can apply to both those who physically commit the crimes, and to senior officials, including those who give the orders and those in a position of command who should have been aware of the abuses but failed to prevent them or to report or prosecute those responsible. The Rome Statute, the court's founding treaty, applies equally to all persons, including heads of state and government officials regardless of any immunity they might claim.
Should the court issue an arrest warrant for Gaddafi, it would not be the first warrant for a sitting head of state by an international court. In 1999, the International Criminal Tribunal for the Former Yugoslavia issued its first indictment against Yugoslav President Slobodan Milosevic for war crimes and crimes against humanity committed in Kosovo. In 2003, the Special Court for Sierra Leone unsealed its indictment of Charles Taylor, then President of Liberia. Most recently, the ICC has issued two arrest warrants for Sudanese President Omar al-Bashir on charges of genocide, crimes against humanity, and war crimes.
"Seeking an arrest warrant for Muammar Gaddafi for crimes in Libya shows that no one is above the law," said Dicker. "It is the prosecutor's job to follow the evidence wherever it leads, even to a head of state." http://venitism.blogspot.com/
The prosecutor's request comes about two-and-a-half months after the United Nations Security Council unanimously passed resolution 1970 referring Libya to the ICC. Following the council's referral on February 26, the ICC prosecutor announced on March 3 that he would open an investigation into potential crimes against humanity committed in Libya since February 15.
The ICC's Pre-Trial Chamber must now review the information submitted by the prosecutor to determine whether to grant the request. The Pre-Trial Chamber judges will issue warrants if they are satisfied that there are reasonable grounds to believe that the persons have committed the crimes alleged.
If warrants are issued, any suspect who is arrested or who surrenders to the court has an opportunity to object to the charges and to challenge the evidence in a confirmation of charges hearing. At that point, the Pre-Trial Chamber must decide whether enough evidence exists to establish substantial grounds to believe that the person committed each of the crimes charged in order to move forward to trial.
While the first warrant requests are considered by the court, Human Rights Watch urges the ICC prosecutor to continue to investigate serious crimes that may have been committed by all parties in Libya, including war crimes committed during the armed conflict. Security Council Resolution 1970 gives the ICC ongoing jurisdiction over war crimes and crimes against humanity committed on the territory of Libya since February 15, 2011.
"Accountability for Libya should include investigating possible crimes committed by both government and opposition forces," said Dicker. "We look to the prosecutor to implement his mandate impartially so that those responsible for grave abuses face justice, regardless of their political allegiances."
Human Rights Watch has documented serious violations of the laws of war by Libyan government forces, including repeated indiscriminate attacks into residential neighborhoods in Misrata and towns in the western Nafusa mountains.
The ICC must rely on state cooperation to further its investigations, including by facilitating evidence collection and preservation, as well as assisting with the execution of arrest warrants. Security Council resolution 1970 obligates the Libyan authorities to cooperate fully with the court. In April, the self-appointed opposition authority in Libya, the Interim Transitional National Council, promised to cooperate with the ICC in a letter to the Prosecutor's Office.
Catherine Ashton points out the uprisings across the Arab world pose great challenges for Europe, but also opportunities we cannot afford to miss. Two principles have to underpin what we do. The first is that we in Europe know how long and painful the journey towards liberty can be. Our own path to 20th century liberal democracy was a very slow one. The EU itself was born in the ashes of conflicts that remind us how terrible life can be when democracy breaks down. Add into that the mixed record of Europe's empires, and some humility is in order, even as we assert that democracy is the necessary foundation of human progress.
Second, democracy is of course about votes and elections – but it is also about far more than that. What we in Europe have learned the hard way is that we need deep democracy: respect for the rule of law, freedom of speech, respect for human rights, an independent judiciary and impartial administration. It requires enforceable property rights and free trade unions. It is not just about changing governments, but about building the right institutions and the right attitudes. He told Index he believes the authorities are attempting to teach other journalists and public figures a lesson, don't open your mouth, don't be brave or outspoken. Andor declared that high levels of inequality undermine social stability and do not help when we want to sort out macroeconomic instability and find an exit from the recession. He added: We have to make sure that, while consolidating public finances, we create the right conditions for a job-rich recovery. Recognising that Member States face very different situations Andor stressed that in the wake of financial austerity, we need to be much more creative in how we limit inequalities, like for example, through taxing high income earners more and concentrating even more on skills and training to enable low earners to improve their position in the labour market. He added that inequality goes well beyond income, it also relates to wealth, access to services, education, employment and other opportunities of life.
Andor highlighted the important role of the Structural Funds, in particular the European Social Fund in helping improve workers' skills and employability saying the European Social Fund is ready to help Member States train and up-skill workers but it can also play an important role in increasing the efficiency of national welfare systems. Commenting on the poor take-up of EU Funds in some Member States, the Commissioner called on countries to make the best use of every opportunity the ESF offers.
Andor also emphasised the key contribution trade unions can make in helping to shape EU policy through their work linked to the EU's Europe 2020 strategy. He called, in particular, for their full support on the role of the European Social Fund in the future EU budget post-2013.
Market forces drive private-sector workers' pay toward their productivity. A company that pays its workers more than they contribute will soon go out of business. A company that pays its workers less than their productivity risks the possibility of competitors hiring its employees away.
